It Is Time to Champion More Inclusive Education for People with Disabilities
Discrimination against people with disabilities still transpires at schools and universities in Indonesia. Despite the state’s obligation to provide education without discrimination, as stated in the 1945 Constitution and Law of the Republic of Indonesia No. 39 of 1999 on Human Rights, many schools and universities do not adequately support students with disabilities.
The Americans with Disabilities Act (2014) defines people with disabilities as those who suffer from disabilities due to congenital malformation, force majeure, accidents, and so on. However, most schools lack special teachers and adequate support, making it challenging for students with disabilities to receive equal education.
Universities often do not prepare for the fact that some students with disabilities possess good academic abilities, sometimes even better than able-bodied students. Discriminatory policies towards people with disabilities in university entry requirements are palpable, with the state often putting its responsibilities on the back burner.
Many developed countries have accommodated and provided special facilities for their citizens with disabilities. In the United States, for example, there is a special law to protect people with disabilities, including their rights to education. The government has also established foundations to support students with learning disabilities.
In Indonesia, the number of disabled children attending primary and middle schools remains low despite the establishment of inclusive programs. The availability of inclusive schools and special-ed teachers remains far from satisfactory. The most feasible option for disabled children is often to attend for-disabled-only schools, which are known in Indonesia as Sekolah Luar Biasa (SLB). Socially, the stigma against children with disabilities remains strong, evidenced by several viral incidents where children with disabilities are mistreated.
Teachers’ attitudes are also a vital factor, as they should have more empathy and patience. It is crucial not to give the impression that disabled students are to be spoiled, resulting in making them isolated in the classroom. Excessive treatment and attention will also limit them from interacting with their peers.
It is time for everyone to rethink education for people with disabilities. It is inhumane and sinful to continue letting them live with limited access to education. Education is central to people with disabilities as it allows them to discover the beauty of the world and prepares them for various challenges that might await them in the future.
